- The NBSAP Accelerator Partnership is a country-led global initiative to support the development and implementation of ambitious National Biodiversity Strategies and Action Plans (NBSAP) and collectively achieve the goals and targets of the Global Biodiversity Framework (GBF) and, ultimately, the global vision of living in harmony with nature by 2050. Under the leadership of the governments of Colombia and Germany, the NBSAP Accelerator Partnership brings together countries with a Whole of Government and a Whole of Society approach to strengthen global, regional, and national ambition on biodiversity action. The NBSAP Accelerator Partnership is raising the profile of NBSAPs and promoting nature-positive action, fast tracking implementation support through a matchmaking service, increasing access to expertise, knowledge, and capacity development and providing coordination and facilitation support to countries/regions.
- UNOPS is seeking a Technical Advisor – Environmental (Facilitator) to advance the Global Programme on Nature for Development’s work with the effective delivery of assigned tasks below.
- Technical Advisor – Environmental (Facilitator) represents the NBSAP Accelerator Partnership but is embedded in relevant ministry or regional institution, to support and fast-track NBSAP implementation. The facilitator will act as a bridge between the host government and the NBSAP Accelerator Partnership.
- The in-country facilitator of the NBSAP Acceleration Partnership plays a crucial role in supporting the implementation of National Biodiversity Strategies and Action Plans (NBSAPs) aligned with the Global Biodiversity Framework (GBF). The primary objective for the role of the in-country facilitator is to facilitate the identification and prioritization of NBSAP needs, mobilize support, foster collaboration among stakeholders, and accelerate NBSAP implementation through supporting a Whole of Government and Whole of Society approach.
Assess NBSAP Landscape:
- Identify and monitor country/region-specific biodiversity priorities, capacity needs / demands and implementation challenges if needed this might include e.g., conducting high-level mapping of stakeholders to identify key players, their motivations, commitments, and potential synergies.
- Facilitate national, country-specific, multi-stakeholder dialogues.
- Develop a comprehensive work plan outlining goals, objectives, activities, and timelines for NBSAP implementation support together with the host government/institution.
- Monitor country/region-specific NBSAP priorities and implementation progress, providing ongoing support and guidance as needed.
- On behalf of host country/region, identify specific needs and requests e.g. technical capacity, financial resources and increased political will.
- Through a Whole of Government & Whole of Society approach, assist host government/institution in the design and development of specific requests for support.
- Submit requests for support to relevant stakeholders e.g. through the NBSAP Accelerator Partnership match making mechanism or other platforms.
- Support host government/institution in selecting best fit of offered support packages.
- Monitor the implementation of the support packages.
- Identify and support resource mobilization
- The Engagement and Partnership Specialist is a part-time position for 12 months based in Tokyo, Japan. The consultant will support partner engagement and development for the SGP Programme in particular COMDEKS and will work under the direct supervision of the SGP Global Manager and under the direction of the UNDP Nature Hub Director.
- As an integral member of the Nature Hub, he/she will also be expected to collaborate with UNDP Nature Hub senior leadership and other UNDP teams as appropriate. He/she will be expected to take on additional tasks assigned by the direct supervisor and senior management, as necessary.
- In order to strengthen partnership building and communication with Japanese COMDEKS donors and partners, and the UNDP Tokyo Representative Office (TRO), the Engagement and Partnership Specialist will be home-based in Tokyo with regular office presence at the UNDP TRO. The consultant will work in close coordination with colleagues from the UNDP Nature Hub, SGP CPMT and UNDP TRO.
- The specialist will have dual reporting lines and will report to the SGP Global Manager, and the Deputy Director of the UNDP TRO under the overall direction of the Director, Nature Hub. The Consultant’s main functions will be to act as the COMDEKS and Nature Hub focal point based in Tokyo, Japan. Key responsibilities include liaison, communication, coordination and partnership building with COMDEKS donors, partners and the UNDP TRO; new partnership development for nature-local action related programming; support on knowledge management; overall programme implementation; monitoring and reporting; administrative and operational tasks.
- The Engagement and Partnership Consultant will be responsible for assisting with the following key areas:
- Maintain strong and effective communication with COMDEKS donors (Ministry of Environment and the Keidanren Nature Conservation Council) and other key Japanese -based partners (e.g. UN University, International Partnership for the Satoyama Initiative etc.) to support the implementation of COMDEKS Phase 4, creating synergy with TRO’s partnership-related initiatives.
- Arrange meetings with stakeholders and partners in Japan, including Government officials, other UN agencies, private sector, research institutions, academia, NGOs and civil societies, to promote COMDEKS and local action agenda of the Nature Hub. Take notes and prepare reports on meetings, events etc.
- Provide regular updates to COMDEKS donors and participate in COMDEKS board meetings and other partnerships meetings and coordination activities.
- Collect inputs from SGP country teams, and support the preparation of donor reports and other reporting documents as requested by the donors and partners.
- Provide advice and guidance to country offices on COMDEKS implementation as needed.
- Plan and manage the organization of events, meetings and workshops on COMDEKS- globally and in Japan.
- Support the Nature Hub and TRO on partnership development in support of upscaling local action for environmental management and implementation of the Nature Pledge.
- Support development of funding proposals for implementation of the Nature Pledge for donors and related engagement activities.
- Support on any other engagement and partnership development activities relevant to UNDP, including internal and external events, meetings, partnerships and communication activities.
- Develop communication and knowledge products on COMDEKS.
- Coordinate with the SGP CPMT and UNDP TRO teams to translate COMDEKS content, stories and knowledge products.
- Support CPMT, donors, partners and SGP country teams with reviewing materials in Japanese and English.
- Support on engagement with Japanese media as needed and manage general inquiries about the Nature Pledge and COMDEKS.
- Contribute to and support knowledge product and communication campaigns of the Nature Hub which amplifies partnerships in Japan and globally.
