- The HSE Manager is responsible for overseeing health, safety, and environmental initiatives within the organization.
- Key responsibilities include developing and implementing HSE policies, develop project risk registers, conducting risk assessments, providing training, investigating incidents, monitoring performance metrics, collaborating with stakeholders, ensuring compliance, and promoting sustainability.
- The HSE Lead plays a crucial role in creating a safe and healthy work environment while minimizing environmental impact and driving continuous improvement in HSE practices.
- Primary objectives are overarching goals or aims that guide the purpose and direction of a position or project, provide a strategic framework, and set the overall vision for the work to be done.
- Ensure a safe and healthy work environment for all employees.
- Promote compliance with health, safety, and environmental regulations and standards.
- Minimize workplace incidents and accidents through proactive risk management.
- Foster a culture of safety awareness and environmental sustainability within the organization.
- Continuously improve HSE practices and performance to meet Worley and industry best practices.
- Monitor and report on key HSE performance metrics, such as incident rates, compliance levels, and training completion.
- Collaborate with all departments to integrate HSE considerations into operational processes and projects.
- Implement and sustainability initiatives to reduce environmental impact and promote resource conservation
- Must have a bachelor’s degree in engineering with experience in Oil and Gas/Refinery/Petrochemical industry.
- Practical experience of design, construction, commissioning and maintenance aspects of Oil / Gas installations.
- Practical experience with HSE management systems, reporting and audit procedures. Excellent written coordination and verbal communication skills. Ability to develop, update and maintain inhouse procedures.
- Must be conversant with local and international safety standards and norms.
- Must possess two or more HSE certifications (certified courses) in General Industrial Safety, Construction Safety, Environmental Management, industrial Hygiene, ISO 14001 / OHSAS 18001 Lead Auditor, NEBOSH, ICertOSH, ASSE Certificate in Global Safety Management or equivalent courses.
- Ensure work is carried out competently and effectively, within time and budget constraints, and that project objectives are satisfied.
- Overall supervision of electrical engineers, designers and technical personnel in the execution of the project.
- Ensure integrity of work scope and that all work is carried our in accordance with applicable codes and standards.
- Manage project discipline resource requirements.
- Prepare electrical cost, time and resource requirement estimates on assigned projects.
- Excellent 2D computer design skills with AutoCAD and/or Microstation.
- Excellent skills with MS Excel, MS Word and MS Access.
- Able to interpret technical drawings.
- Ability to create accurate design drawings from base project information.
- Ability to interact effectively with people and use clear, fluent and expressive verbal and written language to convey information and ideas.
Desirable
- PMC experience desirable.
- Some experience with 3D modelling systems such as PDS, PDMS or AutoPlant.
- Exposure to site surveys, construction or commissioning support on O&G facilities.
- Trade experience would be advantageous.
- B.Sc.Eng. Degree.
- At least of 10 years total post-graduation experience.
- At least 8 years post-graduation experience in oil & gas / refinery / petrochemical industry experience.
- Minimum of 5 years as Lead Design Engineer.
- Minimum of 3 years’ experience with software for the automation of the specialty.
- Minimum 1 year experience with the WorleyParsons in the similar position.
