- Preparation of Verification of National Consumption Targets for the year 2023 under the HCFC Phase-out Management Plan (HPMP) of Iraq and Kuwait Inter alia, the following identifies and specifies the services and information required to be carried out and related duties and responsibilities: Background Information (Verification Guidelines)
- The purpose of the guidelines is to provide guidance for conducting verification of the national consumption targets for the year 2023, bearing in mind the specific reporting requirements in the agreement.
- The contractor is expected to verify the following information: a) Policy of the government for controlling HCFC, which should include the nature of policy (such as, a government decree a law, etc…), date of its enactment and the scope of its coverage; b) Enforcement structure for the policy, such as the government department for issuing import quota and export licenses, and the responsibility of the customs services and the department of statistics; c) Government statistics of imports and exports of HCFC; d) Annual import and export quota issues; e)
- Actual import and export quota used; f) Actual imports and exports by the authorized importers and exporters, supported by customs declaration forms, any/or other supporting documentation, if available; g) List of importers and exporters authorized by the Government; and h) List of distributors authorized by the Government if available.
- Required – Bachelor’s degree or higher in Engineering or Environmental Management.
- Required – At least 10 years of experience in preparation and management of environmental projects.
- Required – At least 5 years of experience in preparation of monitoring and evaluation reports.
- Required – International experience in technical assistance projects. Required – Experience in the West Asia region and similar countries including in the area of verification reports for MYA under the Multilateral Fund for the implementation of the Montreal Protocol.
Within delegated authority, the incumbent will be responsible of the following duties:
- 1. ASSISTS WITH THE PROVISION OF SUBSTANTIVE SUPPORT FOR STRATEGIC PLANNING AND FOR COORDINATION OF THE RESIDENT COORDINATOR, THE HEAD OF THE RESIDENT COORDINATOR OFFICE, AND UNCT STRATEGIC PARTNERSHIPS WITH CIVIL SOCIETY, THE PRIVATE SECTOR, AND OTHER SDG ACHIEVEMENT
- • Provides advice on the development and implementation of the UN Partnership Strategy in alignment with and support of the UN Sustainable Development Cooperation Framework.
- • Supports a UNCT working group, task force, or similar platforms for the effective implementation, monitoring, and assessment of the strategy at regular intervals to harness new emerging opportunities, anticipate changes to the internal direction and external environment, and make mid-term adjustments.
- • Conducts liaison and coordination with UN entities at country, regional, and HQ levels to help package and define a value proposition for local UN partnerships that can engage a wide range of stakeholders, including the private sector, civil society, and other non-traditional partners.
- • Serves as one of the entry points for external stakeholders.
- • Provides substantive support to the Resident Coordinator (RC) in identifying risks and opportunities related to specific partnerships and suggests mitigation measures as relevant.
- • Provides inputs on due diligence processes of potential investment and partnership opportunities in accordance with UN rules, regulations, and procedures.
- • Provides substantive support to RC/UNCT to develop and implement locally tailored partnerships and resource mobilization strategies and initiatives;; • Serves as liaison to Global Compact Local Networks, assisting the Resident Coordinator in advising the Local Network Board and strengthening local UN engagement with the private sector; in countries without an established Local Network, working with UN Global Compact regional hubs to promote the UN Global Compact Ten Principles and business support for the SDGs.
- • Provides substantive support to RC/UNCT to develop and implement locally tailored resource mobilization strategies and initiatives for Cooperation Framework priorities and identify appropriate data and benchmarks to measure progress and success. • Monitors and analyzes existing resource mobilization partnerships and relationships, including traditional and non-traditional partners and donors (including high net-worth individuals, private sector, and innovative funds) to be explored for direct funding to the UN. • Supports the RC/UNCT with analysis of funding streams from internal and external sources, enabling their timely and coordinated engagement around the preparation of proposals. • Supports the UNCT in preparing the additional Funding Framework for the UN Sustainable Development Cooperation Framework in case of an existing funding gap. • Provides support to the design of joint programmes for use in joint resource mobilization and coordination during the implementation of joint programmes as needed. • Develop a youth partnership strategy to support the SG priorities on youths, disability inclusion, gender, and other thematic issues. • Advises the RC/UNCT on corporate policies relating to effective management of resources, including through the establishment and use of pooled funds. • Assists in the establishment and management of the country-based SDG Fund, in close collaboration with the UN Multi-Partner Trust Fund Office (where relevant).
- • Provides advice on partnership opportunities to drive financing for development options, instruments, modalities to the RC/UNCT, in alignment with the Common Country Analysis (CCA), Cooperation Framework, Integrated National Financing Framework, and similar processes. • Prepares briefing papers and discussion points on partnership issues related to financing for development for consideration by RC/UNCT. • Contributes to advocacy, communications, and dialogues with partners to improve development assistance policies and practice. • Working in close collaboration with the Head of RCO, ensures effective engagement of relevant counterparts, especially private sector, civil society, and development partners, to develop engagement and partnerships around SDG financing. • Undertakes the design and execution of innovative proposals to strengthen the UNCT engagement and reputation, and to generate more significant financial resources in support of the SDGs.
- Background: The Resident Coordinator (RC) system encompasses all organizations of the United Nations system dealing with operational activities for development, regardless of their formal presence in the country. The RC system in Kuwait aims to bring together the different UN agencies to contribute to the realization of New Kuwait Vision 2035 by aligning results to Sustainable Development Goals and Agenda 2030 at the country level.
- The Resident Coordinator lead the UN country team and is the designated representatives of the Secretary-General for development operations.
- Working closely in partnership with Kuwait governments, the Resident Coordinator and country team advocate the interests and mandates of the UN drawing on the support and guidance of the entire UN family.
- Duties and Responsibilities: The Communication Intern will work under the direct supervision of the Communication Officer. The Communication Intern will help the UNRC Office, in the fulfilment of its Advocacy and Communication roles.
- The Communication Intern will work in close collaboration with the UNCT and Communication Group and result groups chairs. She/he carries out day-to-day work under the direct supervision and advice of the Communication Officer and in accordance with the established policies and procedures.
- The intern will work on developing communication strategies for the office, for example preparing printable materials, designing the corporate presentation, developing the social media of the office.
- • Assist in update of communication strategy for the UNCT in Kuwait.
- • Spread awareness regarding UN TALK and Strategic partnership Framework platforms among the CSOs, civil society networks, Universities and organizations in Kuwait.
- • Strengthen the relationship of the UNRCO with the mass media.
- • Conduct a plan to show the work of the office in social networks.
- • Elaborate products of the communication of the 2030 agenda and Sustainable Development Goals involvement in the office.
- • Develop concept notes about the events, workshops, seminars managed by the office.
- • Design and provide the support required to conduct a survey among Kuwaiti students about Sustainable Development issues related to Kuwait.
- • Write articles about the Sustainable Development Work of the office for them to be published.
- • Performs other duties as assigned.
- The duration of a United Nations internship is for a minimum of two months on a full-time basis – this may be exceptionally extended for a maximum period of six months.
- To qualify for an internship with the United Nations Internship Programme, the following conditions must be met:
1. Applicants must:
- (a) be enrolled in a graduate school programme (second university degree or equivalent, or higher);
- (b) be enrolled in the final academic year of a first university degree programme (minimum bachelor’s level or equivalent);
- or (c) have graduated with a university degree (as defined above);
2. Applicants must:
- (a) be computer literate in standard software applications.
- (b) have a demonstrated keen interest in the work of the United Nations and have a personal commitment to the ideals of the UN Charter; and
- (c) have a demonstrated ability to successfully interact with individuals of different cultural backgrounds and beliefs, which include willingness to try and understand and be tolerant of differing opinions and views. No working experience is required to apply for the United Nations Internship Programme.
