HUMANITARIAN AFFAIRS OFFICER
Responsibilities
Within delegated authority, the Humanitarian Affairs Officer will be responsible for the following duties:
Programme Management:
• Functions as the head of the secretariat for the global network of the International Search and Rescue Advisory Group (INSARAG). At present, these are over 90 member countries in the Regional Groups: Africa, Europe and the Middle East, Asia and the Pacific, and the Americas, and 57 INSARAG Classified Teams.
• The task includes the development of international urban search and rescue techniques, the organization of annual meetings in each of INSARAG’s three regions, the organization of the annual INSARAG Steering Group, INSARAG Team Leader’s Meeting, and support to INSARAG Working Group Meetings.
• The role requires facilitation and coordination of the implementation of projects requested by the INSARAG Network (updating INSARAG Guidelines, managing the ongoing Governance Review, etc.)

HUMANITARIAN AFFAIRS OFFICER / HEAD OF SUB OFFICE
Responsibilities
Within delegated authority, the Humanitarian Affairs Officer will be responsible for the following duties:
• Maintains liaison with leadership of state and non-state armed groups to facilitate humanitarian activities.
• Supports any required cross-border movements of personnel and supplies, including coordination with relevant OCHA offices in neighboring countries.
• Maintains relationships with regional contacts to ensure timely, sufficient support to operations and advocacy.
• Monitors, analyzes, and reports on humanitarian developments, disaster relief/management, or emergency situations in assigned country/area.
DEVELOPMENT COORDINATION OFFICER, HEAD OF RCO AND STRATEGIC PLANNER
Responsibilities
Within delegated authority, the Development Coordination Officer, Head of RCO, will be responsible for the following duties:
- Provides strategic guidance to the RC and UN Country Team (UNCT) on effective, quality, and timely UN support for the implementation of the 2030 Agenda through the Common Country Analysis (CCA) and UN Sustainable Development Cooperation Framework (UNSDCF).
- Facilitates the initiation, establishment, and coordination of external partnerships and joint resource mobilization efforts for the new generation UNSDCF.
- Coordinates and supports roll-out and implementation of the efficiency agenda (Business Operations Strategy, Common Premises and Local Shared Service Centers/Common BackOffice).
- Manages and directs knowledge management and capacity development activities in and outside the UN System.
HUMANITARIAN AFFAIRS OFFICER / HEAD OF SUB-OFFICE
Responsibilities
Within delegated authority, the Humanitarian Affairs Officer / Head of Sub-Office will be responsible for the following duties:
• Manages day-to-day activities of the OCHA Sub-Office in the field duty station, providing oversight for substantive/programmatic, logistics, administrative, and security issues.
• Monitors, analyzes, and reports on humanitarian developments, disaster relief/management, or emergency situations in assigned country/area.
• Organizes and prepares studies on humanitarian, emergency relief, and related issues; organizes follow-up work, including interagency technical review meetings to support policy development work and decision-making on important issues.
HUMANITARIAN AFFAIRS OFFICER
Responsibilities
Within delegated authority, the Humanitarian Affairs Officer will be responsible for the following duties:
• Monitors, analyzes, and reports on humanitarian developments, disaster relief/management, or emergency situations in assigned country/area.
• Participates in UNDAC and OCHA surge deployments, including disaster assessment or other missions; assists in the coordination of international humanitarian/emergency assistance for complex emergency/disaster situations and ensures the necessary support (e.g. staff, funding, specialized equipment, supplies, etc.); drafts situation reports to the international community, apprising of the situation to date and specifying unmet requirements of stricken countries.
• Partners with other humanitarian agencies to develop the UNDAC and INSARAG networks and strengthen OCHA’s humanitarian and emergency assistance programmes. This includes incorporating the latest findings, lessons learned, policy guidelines, etc., including gender-related considerations.
• Promotes, develops, and manages the INSARAG and UNDAC networks and related activities, including organizing and delivering regional emergency response exercises and training events, overseeing and supporting the management of UNDAC teams in the region, and facilitating strategic partnerships with Member States to maintain the UNDAC and INSARAG networks in the region.
• Ensures effective information sharing within the respective networks and supports capacity building and partnerships between national disaster management agencies and regional mechanisms involved in disaster preparedness and response.
• Assists in the production of appeals for international assistance; ensures the proper use and spending of donor contributions channeled through OCHA.
